It's not really all that rare of an event, it's just rare that someone gets it on video. Of course, there are those who will argue that viewers didn't get to see what happened before the police respond, which is true, however this cop looked totally irrational and emotional the whole time. I can guarantee there is no police training for putting a chokehold on two people at the same time. totally weak.
